Round table summary
Increasing access to primary care means enabling the patient to access the right care, at the right time, by the right professional. In this regard, this professional should not necessarily be a physician and accessibility to primary care must be considered in a much more comprehensive way. The Collège des médecins du Québec (CMQ) proposes a few solutions to promote better access to care:
- Expand the access window to include other health care professionals;
- Make access to specialized expertise and diagnostic laboratory and imaging services available to all front-line professionals in an optimal manner;
- Deploying means to enhance the value of the medical profession, including the role of the family physician, within the health care system.

Dr Mauril Gaudreault, president of Collège des médecins
« In 1973, Dr. Gaudreault obtained his doctorate of medicine from Université Laval. Involved in his community, esteemed by patients and peers alike, he practiced family medicine in the Saguenay— Lac-Saint-Jean region from 1974 to 2011. Throughout his career, he has contributed to the development of medical practice in Québec.
In 2005, his talents as a visionary, unifying force and builder were recognized by the Collège des médecins du Québec which paid tribute to him by awarding him its Grand Prix. He was also honoured by the Fédération des médecins omnipraticiens du Québec which awarded him the title of General Practitioner 2005. In 2010, Dr. Gaudreault received the Recognition of the Quality of Teaching Award from the Université de Sherbrooke for his involvement in the university.
In 2008, he joined the Collège des médecins du Québec team as a director representing the Saguenay—Lac-Saint-Jean, Côte-Nord, Nord-du-Québec region. He also chaired the Collège’s Review Committee from 2014 to 2018. Since October 19, 2018, he has held the positions of president of the Collège and chairman of its Board of Directors and has acted as spokesperson for the professional order. »

« Mr. Bolduc is a licensed pharmacist (U. of Montreal – 1990), he holds a MBA from HEC Montreal (2000) and is a certified director of the Canadian Institute of Corporate Directors (ICD.D) since 2009. He joined the board of l’Ordre des pharmaciens du Québec (Quebec’s College of Pharmacists) in 2009. He became interim President in March 2014 and was re-elected in April 2015 and again in April 2019 for a second four-year term. »

"A nurse since 2003, Mrs Roy holds a Bachelor's degree in Nursing from Université Laval and a Master's degree in Nursing from Université de Montréal, as well as a short graduate program in higher education pedagogy from UQAM.
She began her career at CHU Ste-Justine as a nurse clinician in pediatric hematology-oncology. She then moved into community health, first as a nurse clinician and then as a primary care consultant at the CSSS Ahuntsic and Montréal-Nord.
For the past 10 years, she has held the position of Associate Director, Relations with External Partners, in the Professional Development and Support Division of the Ordre des infirmières et infirmiers du Québec, which involves actively participating in the positioning of the nursing profession within the health care system, the professional system and the education system.

“L'Institut de la pertinence des actes médicaux (IPAM) began its activities in March 2020. In accordance with the Memorandum of Understanding between the Government and the Fédération des médecins spécialistes du Québec (FMSQ), its mandate is to identify and adopt measures to restrict or eliminate medical acts that are inappropriate, performed with excessive frequency or that do not comply with good medical practices. The IPAM is also responsible for reinvesting savings in order to improve access to services for the population and/or to modernize the practice of specialized medicine. « Dr. Howard is a Developmental-Behavioral Pediatrician and faculty at Johns Hopkins. Dr. Howard trained at Johns Hopkins and Boston Children’s Hospital and was on faculty at Johns Hopkins, Sinai Hospital, U. Mass., and Duke before returning to Johns Hopkins.
She is co-creator of CHADIS.com, an online Clinical Process Support System distributed by CHADIS, Inc. of which she is President, that allows patients, parents, teachers and other respondents to complete previsit screening tools online; affords clinicians moment-of-care decision support; and provides individual MemoryBook Care Portal webpages for each patient.
Dr. Howard’s research has included improving child mental health diagnosis and care, autism screening, ADHD care, and screening for and addressing social determinants of health. Dr. Howard was awarded the 2019 C. Anderson Aldrich award for contributions in child development. She has been a speaker nationally and internationally on topics concerning development and behavior. »

The pandemic has significantly increased the number of patients in need of consultation and waiting for knee replacement surgery. It is essential to think of innovative models of care that can be replicated and widely disseminated so that more Quebecers have access to the right care, at the right time, based on clinical relevance.
It is possible to take advantage of scientific innovations and artificial intelligence to reduce wait times, maximize currently limited healthcare resources and improve care coordination. In a panel format, Laurent Duvernay-Tardif, Philippe Landry and Dr. Pierre Ranger, will present a possible immediate option, a new vision of access to the right care, at the right time, based on an orientation towards the service that responds to the patient's need in the most relevant way, while improving care."

Dr Laurent Duvernay-Tardif
His meteoric rise has been so remarkable that the Kansas City Star called him “the most interesting man in the NFL.” And for good reason: not only does Laurent Duvernay-Tardif play in the NFL, he is also studying medicine at McGill University. In May 2018, he graduated with his doctorate in medicine, earning one of the biggest accomplishments of his life.
In May 2014, at the age of only 23, the Mont-Saint-Hilaire native became the 10th Canadian to be drafted by an NFL team from a Canadian university. In his second season in Kansas City, the six-foot-five-inch 320-pound player earned the position of right guard on the team.
Passionate about both football and medicine, Laurent turned a deaf ear when counsellors and family members advised him to choose between sports and studies. And it proved to be the right choice! “It’s all about balance. Don’t give up on your passions!” he tells the young people he meets at the many talks he gives at schools.
Duvernay-Tardif played university football with McGill University (2010 to 2013) after his college career with the Phénix at Collège André-Grasset (2008-2009). Previously, he played three seasons with the Richelieu Pirates in Beloeil.
From the beginning of his career, he has been honoured with awards, both athletic and academic. In February 2020, he was an integral part of the Kansas City Chiefs Super Bowl winning team as their starting Right Guard.
During the spring of 2020, Laurent lent a helping hand during the Covid-19 pandemic by working as an orderly at a long term care facility in the Montreal area. In July 2020, Laurent announced that he was opting out of the 2020 NFL season due to Covid-19, becoming the 1st player of the 2020 NFL season to announce his decision to opt-out. While working on the front lines, he also enrolled in Harvard’s T.H. Chan School of Public Health.
In 2020, he was named co- recipients of the Sports Illustrated Sportsperson of the Year award as well as the co-winner for the 2020 Lou Marsh Trophy. He was also named to “l’Ordre National du Québec” in 2020. In 2021, he was the recipient of the Muhammad Ali Sports Humanitarian Award. Laurent was also the inaugural recipient of the 2021 Canada’s Walk of Fame National Hero Honour in December 2021. His scrubs and lab coat are now on display in the Pro Football Hall of Fame.
Already very involved in his community despite his grueling schedule, Laurent is driven by the desire to get young people excited about physical activity and art as well as promoting balance between sports, arts and studies. In 2017, his longtime girlfriend Florence and him cofounded the Laurent Duvernay-Tardif Foundation, its mission being to encourage sports, arts and studies for kids.
An avid sailor—he spent many summers as a camp counselor—and fan of contemporary art, Laurent Duvernay-Tardif is as charismatic as he is physically imposing, and his future holds great promise.
Philippe Landry, Head of Education and Medical Communications at Emovi and an expert in knee biomechanics.
Since 2012, Philippe has been involved in the clinical analysis, processing and integration of biomechanical knee motion data to better target pain issues and personalize the treatment plan for athletes (professional or recreational) or patients with osteoarthritis of the knee. He has co-authored several publications and continues to oversee the training and clinical education of clinicians regarding the importance of biomechanics in knee pathology. He also lectures at various key conferences/health centers, including the National Ski Team and the Olympic Ski Team at the National Sport Institute, the Quebec Soccer Federation and the University of Montreal Hospital Research Center. He was also an accredited trainer for the Quebec Federation of General Practitioners for 3 years and is still a member of the Quebec Order of Physiotherapists.
Dr. Pierre Ranger, Orthopedic Surgeon, Jean-Talon and Sacré-Coeur Hospital, specialized in knee and hip care.
Training in orthopedic surgery at the University of Montreal from 1979 to 1985. Specialization in knee ligament and arthrosis surgery, in 1985 and 1986, at the Centre hospitalier universitaire de Lyon (Hôpital Jules Courmont) in France and at the Karolinska University Hospital in Stockholm, Sweden. University practice at the Hôtel-Dieu de Montréal from 1986 to 1991 and at the Sacré-Coeur de Montréal Hospital as Associate Professor of Surgery at the University of Montreal in the Orthopaedic Program from 1991 to present. Chief of the Orthopaedic Department and head of the Arthroplasty Program at Jean-Talon Hospital since 1995 to date. In addition to these activities, he is the medical director of the Laval Surgical Clinic and the Laval Sports Medicine Clinic.

“A respiratory therapist by trade, Daniel Paré also graduated from the University of Moncton with an MBA in finance and management of health organizations. He has extensive knowledge of accreditation processes and project management in the health and social services network.
In 2020, the Minister of Health and Social Services appointed Mr. Paré to the position of Director of the COVID-19 vaccination campaign in Quebec for an undetermined period. Part of his responsibilities included the operational aspect of communications surrounding the immunization campaign.
M. Paré is highly recognized for his vision and leadership in various organizational transformations as well as in difficult financial contexts. In 2007, he was entrusted with the general management of the Bathurst Regional Hospital, NB. He was then appointed Executive Director of the CSSS de Montmagny-L'Islet in 2009. In 2012, he became President and CEO of the Agence de la santé et des services sociaux de Chaudière-Appalaches until his appointment to head the CISSS de Chaudière-Appalaches.
In addition to frequent speaking engagements, Mr. Paré is involved in several boards of directors of organizations and events. These include the Université du Québec à Rimouski, the Conférence des élus de Chaudière-Appalaches, the Association Québécoise des établissements de santé et des services sociaux, Transplant Québec, the 2003 Canada Games, the Rotary Club and the Lung Association. He is also actively involved in several philanthropic causes such as the foundations dedicated to health and social services institutions and Centraide. Finally, he received the Diamond Jubilee Medal for his community involvement.
Throughout his career, Mr. Paré has always been dedicated to the quality of health care services. It is worth mentioning that he has been a surveyor for Accreditation Canada since 2004. He was also President of the Canadian Society of Respiratory Therapists in 2001, President of the Canadian Board of Respiratory Care in 2003 and is a member of the RUIS-Laval steering committee. He has been involved in the research project for the population-based responsibility component in Quebec.
In 2018, he was the recipient of the Rochon Award. This award is granted in recognition of the improvement in the quality of the experience of residents in CHSLDs through a 10% increase in the amount of time spent by BAPs with them. Beyond the optimization of services and the improvement of the BAP's job satisfaction, clinical gains with the targeted clientele were noted (increase in non-medicinal approaches and decrease in disruptive behavioral disorders).
On November 14, 2021, Mr. Paré received the Mérite award from the Conseil interprofessionnel du Québec (CIQ) for his "significant contribution to his profession" during the virtual symposium of the Ordre professionnel des inhalothérapeutes du Québec (OPIQ), of which he is a member. The OPIQ praised his professionalism, his involvement and his leadership.
In addition, the jury of the Prix Hippocrate 2021, held on October 28, 2021, awarded a special prize to Mr. Paré for his work in bringing together the private and public sectors to accelerate immunization coverage for Quebecers.”

“Dr. Marc-André Amyot has been a physician since 1992. A graduate of the University of Sherbrooke's Faculty of Medicine, he first practiced his profession, mainly in emergency medicine, in Rimouski, then in 2001 in his hometown of Joliette. In recent years, in parallel to his practice in the emergency department of the Lanaudière hospital center, he also practiced as a primary care physician (intake and walk-in) at the GMF-R Lanaudière, also in Joliette. On the union front, he was President of the Association des médecins omnipraticiens de Laurentides-Lanaudière from 2005 to 2021, President of the FMOQ Emergency Committee from 2007 to 2021, a member of the FMOQ Board of Directors from 2007 to 2011 and Vice-president of the Federation since 2012. He has been President of the FMOQ since December 2021."

"The Direction générale des technologiques de l'information of the Ministère de la Santé et des Services sociaux recently adopted a technological modernization plan aimed at offering citizens a more efficient health and social services system, transformed by digital technology. This plan is the result of a strategic analysis of the health and social services information technology sector, conducted in the summer of 2021, which led to the adoption of a strategic vision and 15 structuring measures. The Associate Deputy Minister of Information Technology, Mr. Reno Bernier, will present this vision, the modernization plan, the actions taken to date and the next steps in its implementation, which will be spread out over several years. He will also discuss two strategic projects, the Digital Health Record and the Finance, Procurement and Human Resources Information System.

Reno Bernier, Associate Deputy Minister of the Information Technology Branch of the Ministère de la Santé et des Services sociaux (MSSS)
"Mr. Reno Bernier is, since July 1, 2021, Associate Deputy Minister of the Direction générale des technologies de l'information of the Ministère de la Santé et des Services sociaux (MSSS).
Mr. Bernier holds a Master's degree in Business Administration, a Master's degree in Business Law and a Bachelor's degree in Law from Université Laval. He has over 25 years of experience in the Quebec public administration. During his career, in which he has held high-level management positions, he has had to establish strategic partnerships with various stakeholders and lead organizational transformation projects in various fields of expertise.
From 2018 to 2021, he held the position of Associate Secretary of the Conseil du trésor, where he led the design and deployment of a government strategy aimed at increasing the performance of the State by optimizing the ways of doing things in departments and agencies and by introducing a results-based management culture. Among other things, he oversaw the development of a governmental dashboard on departmental performance.
Previously, he served as Assistant Deputy Minister of State Records at the Ministry of Labor, Employment and Social Solidarity from 2017 to 2018. Among other things, he created a brand new sector to optimize the management of government registries in Quebec. During the same period, he coordinated the development of the Fichier québécois d'immatriculation des armes à feu, including systems and online services, with interdepartmental and multidisciplinary teams.
He also distinguished himself by assuming the position of Director of the Quebec Civil Registry from 2011 to 2017, where he had to pilot the digital transformation of civil registry services. Among other responsibilities, he led the implementation of single declarations of birth, death and change of name, which made it possible to interconnect numerous systems to significantly reduce the administrative procedures for citizens.
From 2008 to 2011, he worked as a manager at the Commission d'accès à l'information. His main task was to conduct an in-depth review of the mediation services of this administrative tribunal, a central organization in the Quebec justice system.
From 2001 to 2008, he held various positions at Revenu Québec, where he coordinated the implementation of tax policies for citizens and businesses, requiring changes to systems and business processes. He began his career in economic development, where he supported entrepreneurs in starting up businesses and implementing structuring projects.

"In order to provide health care that is adapted to the expectations of the population, it is essential to know how to intelligently decipher their needs. In the majority of cases, the user's behavior is not based on rational logic that boils down to the best capacity ratio. Many factors affecting different societal aspects must be taken into account. These include

- Perception, belief and attitude
- Family context
- Social context
- Economic context
- Cultural context
- Geographic context (location)
From this perspective, it is imperative to identify and understand these variables adequately in order to implement or improve health care services that will respond efficiently to citizens' concerns. A good knowledge of the personality of users and the context in which they evolve makes it easier to positively influence their behaviour in order to better accompany them in their choice of access to medical services. By learning to play with these variables, by getting as close as possible to the citizen, it will be possible to implement levers to achieve better results in access to care.

Sébastien Blin, Director, Direction régionale de l’accès aux services médicaux de première ligne du DRMG de Montréal
« Sébastien Blin has more than 24 years of management experience in executive roles in both the health care network and private management companies.
A member of the Ordre des infirmiers et infirmières du Québec and a 2017 fellow of the Canadian Health Services Improvement Foundation's Forces for Continuous Improvement Program, Blin holds a master's degree in organizational management from University of Laval.
He has developed several large-scale projects with a focus on results and patient services. In this regard, we should mention the integration of a new business division attached to the Montreal Regional Department of General Medicine (DRMG).
More recently, he coordinated the implementation of a medical access system for Montreal's pediatric clientele aged 0 to 16 years. »
Dr François Loubert, Chief of DRMG Montreal
« Dr. François Loubert graduated in 1993 from the Université de Montréal and began his practice in ER Department of the Hôtel-Dieu de Montréal and at the Fleury Hospital, where he worked for 17 years before becoming interested in the management of medical clinics.
He is the Medical Director of the Angus Medical Clinic GMF-R since its inception in 2012 where is also a family medicine physician.
He was head of the local DRMG table for the Centre de Santé et des Services sociaux (CSSS) Lucile-Teasdale. From 2013 onwards, , he served as Director of Professional Services (DSP) for the same CSSS and then as Assistant DSP for the CIUSSS de l'Est-de-l'Île-de-Montréal. He was also President of the Association des cliniques médicales du Québec from 2014 to 2019.
For the past four years, he has been the Head of the Regional Department of General Medicine in Montreal. »

"Sasha is a pediatric emergency physician, researcher, associate professor at McGill University, but most of all he is a father of three boys with whom he loves to bicker and answer their many questions about his work (especially about fractures). A Lean Six Sigma Black Belt and Secretary of the Quebec Association of Pediatricians, Sasha has a desire to improve the care of children and empower them to use their strengths to heal and improve their quality of life. Over the course of his career, he has conducted a multitude of clinical studies, research and publications. His desire to be an advocate for safe, quality care only increased over the years and when one of his sons was hospitalized with a chronic illness, Sasha saw it as an opportunity to understand and improve current system. « Référence Aidance Québec is a new resource tool for early support. In 2020, Quebec adopted its first legislation to recognize and support caregivers. This law was later realized with the implementation of a national policy and a government action plan for an early access to the services of the Alzheimer Society for caregivers of those affected with Alzheimer's disease or another major neurocognitive disorder. With the Alzheimer's plan in its third phase of implementation and the interdisciplinary team already in place in family medicine groups, they will now be able to rely on the expertise of community service partners for early support of family caregivers, from the time of diagnosis and throughout the care trajectory. »
Moderator’s Biography
« Dr. Nouha Ben Gaied holds a PhD in organic chemistry from the University of Strasbourg (France), which she completed with a postdoctoral fellowship at the University of Southampton (England). This led her to work as a production supervisor in the chemical industry. In 2013, Dr. Ben Gaied joined the Quebec Federation of Alzheimer Societies as Director of Research and Development Quality of Services. Her role is to promote the Alzheimer Society Research Program, transfer and disseminate knowledge, promote scientific projects and studies conducted by Quebec researchers working in the field of neurodegenerative diseases, and implement harmonized programs within the Alzheimer Societies. Dr. Ben Gaied is the author of several scientific articles, co-investigator on several research projects and sits on several ministerial committees or provincial initiatives dedicated to Alzheimer's disease. »
